Oregon Institute of Technology has developed an Emergency Response Plan (ERP) to be a basic guide for providing a response system to an emergency occurring at Oregon Tech. The ERP is designed to provide a coordinated and effective utilization of resources to protect life and property immediately following the declaration of an emergency on the Oregon Tech campus.

The ERP outlines procedures and the organizational structure required during an emergency situation. While the ERP describes the roles and responsibilities of individuals, departments and functional groups it is not all inclusive or detailed for every conceivable situation. It is intended to guide an organized response to unique and dynamic situations.

This ERP is predicated on a realistic response to a major emergency. Therefore, the following assumptions are used when developing response actions during response and recovery activities:

  1. An emergency can occur at any time and with little or no warning.
  2. Each emergency presents unique challenges; therefore this ERP should function as a framework for developing the appropriate response plans.
  3. This plan may be activated if information indicates that an emergency is imminent.
  4. Emergencies may be community or region-wide. Therefore Oregon Tech must be prepared to be self-sufficient for an undetermined period of time.

The Oregon Tech ERP is based on the National Incident Management System (NIMS). NIMS is the federal emergency management plan utilized by emergency responders during any type of emergency response. This system provides a framework for a coordinated and consistent response during emergency situations. It also allows responders from multiple agencies to seamlessly interact during the response to any emergency using predetermined systems and consistent terminology.
