Kathleen Hill is self-employed as a writer/consultant and served a 3-year term (2013-16) as an elected member of the Klamath Tribal Council. She did the archival research and writing for the Klamath Tribes’ successful restoration of federal recognition effort. After Klamath restoration in 1986, she served a term in Tribal government. Those events motivated her to complete her education, earning a B.A., J.D., and LL.M. at the University of Washington.

Ms. Hill served as the first Tribal Office Director for EPA Region 10, and then taught Native American Studies as an assistant professor at Humboldt State University in Arcata, CA before returning home to Chiloquin, Oregon in 2003. More recently, she was responsible for the creation of the National Tribal Water Council, comprised of Tribal water professionals from throughout the United States.
