Purpose

The Incidental Fee Commission (IFC) is established as an interior committee of ASOIT-Klamath Falls pursuant to:

  • ORS 352.105
  • ASOIT Incidental Fee Policy
  • ASOIT Constitution

The IFC is responsible for developing and recommending:

  • The per-student, per-term Incidental Fee
  • Allocation of projected Incidental Fee revenue
  • Procedures for allocating over- and under-realized revenue

The IFC is responsible for management of the Klamath Falls campus Incidental Fee funds.

Authority & Responsibilities

The IFC shall:

  • Review enrollment and projected revenue estimates
  • Conduct public budget hearings
  • Evaluate funding requests
  • Deliberate on allocation priorities
  • Determine dollar and percentage allocations
  • Determine procedures for over- and under-realized fees
  • Document vote outcomes, including majority and minority opinions

All determinations shall be transmitted to the ASOIT Council for approval pursuant to the ASOIT Incidental Fee Policy.

Structure & Membership

The membership of the IFC shall consist of the currently seated members of the ASOIT-KF Cabinet.

The number of voting members shall fluctuate in accordance with the number of duly seated ASOIT-KF Cabinet members at the time of each meeting and deliberation. No individual who is not a member of the ASOIT-KF Cabinet may serve as a voting member of the IFC.

Chair

The President of the ASOIT-KF Cabinet shall serve as the Chair of the Incidental Fee Commission.

The Chair shall:

  • Preside over all hearings and deliberations
  • Ensure compliance with Oregon Public Meetings Law
  • Inform Commission members of their legal obligations under the Oregon Government Ethics Commission
  • Certify the final vote and written recommendation
  • Send the campus recommendation to the ASOIT Council

The Chair shall vote as a regular voting member.

Advisory Members

The ASOIT-KF Cabinet may invite non-voting advisory members, including university administrators or staff, such as ASOIT Advisors, VPFA, VPSA, and AVP-Finance, to provide informational or fiscal guidance.

Advisory members shall not:

  • Participate in deliberation for the purpose of influencing the outcome
  • Vote on any allocation decision
  • Draft or alter the IFC’s recommendation

Quorum

A quorum for conducting IFC business shall consist of a majority of seated ASOIT-KF Cabinet members.

Budget Development Process

Annual Budget Process:

  • Each Winter Term, programs and/or departments shall submit proposed budgets
  • Public hearings shall be held in compliance with Oregon Public Meetings Law, ORS 192.610-192.690
  • The allocation decisions shall include:
    • Requested fee per term
    • Total projected revenue
    • Dollar allocations
    • Percentage allocations
    • Over- and under-realized revenue procedures

Commission Conduct & Ethics

All IFC members shall:

  • Avoid and disclose conflicts of interest
  • Maintain transparency consistent with Oregon Public Meetings Law
  • Remain unbiased and avoid favoritism in funding decisions

Relationship with ASOIT Council

Upon campus approval, the ASOIT-KF President shall submit the campus Incidental Fee recommendation to the ASOIT Council in accordance with the ASOIT Incidental Fee policy.

Note: The IFC held a public meeting on January 30, 2026. A motion to keep the fee unchanged did not pass. A motion to increase the fee by 1% while maintaining the same allocation percentages passed.
